Services provided by Three Rivers Community Services District include: • Monitoring of the river and well water in the area including reporting to the California Water Quality Board   • Provide low cost drinking water testing   • No charge septic system inspection for transfers of properties   • Voluntary inspection of septic systems at owners request - no charge   • Review and comment to County agencies on septic systems and special use permits   • Investigate and take appropriate action on complaints regarding septic, groundwater, surface water and drinking water problems   • Provide homeowners with information about how a septic system operates including a homeowner's guide   • Work actively with State and Local agencies to achieve compliance with state and local ordinances   • The agency primarily responsible for the environmental health of Three Rivers residents is the Tulare County Health Department.

Your CSD is also concerned with these issues and will assist you in conveying your concerns to the proper County department or official and help follow up if necessary Your Community Services District also conducts regularly scheduled tests on the local streams to insure that bacteria levels are safe for recreational use.

The seven (7) river tests conducted for the month were normal for this time of year and proved safe for recreational use. However, as always, surface water including river water, lake water, and flume water are not safe for drinking unless treated in accordance with federal drinking water standards.

Septic Systems Inspections

If you are selling or transferring your property, a septic system inspection is often required. The Three Rivers Community Services District will provide an inspection and certificate of conformance if your system is operating properly. There is no charge for this service. A simple dye test can also be run at no charge to test your septic system for leaks.
